Approval granted for construction of four new container terminals in Hai Phong
Deputy Prime Minister Tran Hong Ha has signed a decision approving the construction of four new container terminals at Lach Huyen port in Hai Phong city.

Deputy Prime Minister Tran Hong Ha has signed a decision approving a new project in Cat Hai special zone of Hai Phong city, part of Dinh Vu – Cat Hai Economic Zone.
The project’s goal is to build four container terminals, No. 9 – 12, at Lach Huyen port with a total investment of 24.846 trillion VND, contributing to the formation of a modern seaport system capable of receiving large vessels of 12,000 – 18,000 TEUs.
The project will closely connect the large seaport with free trade and logistics zones behind and accelerate cargo circulation, thereby enhancing advantages and motivating development and investment attraction.
It also aims to fully exploit natural advantages and the strategic location to drive the development of Dinh Vu – Cat Hai Economic Zone, which includes a seaport and logistics system and an adjacent industrial park.
At the same time, the project concretizes and aligns with the master plan for Vietnam’s seaport system development for the 2021 – 2030 period, with a vision to 2050, and is expected to contribute to promoting socio-economic growth in Hai Phong in particular and the Northern region in general.
In terms of scale, the four container terminals will have a total length of 1,800 m (450 m/terminal) and be capable of receiving vessels of 12,000 – 18,000 TEUs.
There will be a 400-m berth to receive barges for cargo consolidation and destuffing via inland waterways. The project will also include container yards, repair workshops, internal roads, auxiliary facilities, and synchronized technical infrastructure to ensure smooth port operations. Modern and specialized cargo-handling equipment will be installed.
The total land (including water surface) area to be used is about 146.2 ha.
The preliminary investment phasing includes the construction of terminals No. 9 and 10 in the first phase, scheduled for 2026 to 2030, followed by the construction of terminals No. 11 and 12 in the second phase, from 2031 to 2035.
Regarding investor selection, the People’s Committee of Hai Phong city will carry out the process in accordance with legal procedures, authority, and regulations. The project’s operational term will not exceed 70 years. Investment incentives and support will comply with current legal provisions.
