Hai Phong cares for social welfare through insurance

Hai Phong has emerged as one of Vietnam’s leading localities in ensuring social welfare thanks to its commitment to the principle: ‘Investment in social welfare must stay ahead of economic growth.’

One year after the implementation of Resolution No. 05/2024/NQ-HDND of the Hai Phong City People’s Council, which amended and supplemented Resolution No. 11/2022/NQ-HDND on providing health insurance support for social groups in the city, more than 100,000 elderly people aged 60 – 79 have been given health insurance cards.

In addition, near-poor households, families with average living standards, members of the Blind Association yet to receive health insurance cards, and those living with HIV have also received full or partial support to purchase health insurance under Resolution No. 05.

Across the city, more than 15,000 people escaping poverty or near-poverty situation have received 100% health insurance premium support and over 28,000 individuals were assisted to participate in voluntary social insurance in accordance with resolutions of the city People’s Council.

The former Hai Duong province also adopted practical support policies before merger with Hai Phong. The province provided full coverage of health insurance premiums for those escaping poverty, elderly people aged 77 – 79 lacking retirement or social pensions and health insurance, Party members awarded the 40-year Party Membership Badge or higher, and members of security teams.

Partial support, ranging from 30 – 70% of the insurance premium, was provided to elderly people aged 65 to under 77, waste collectors, near-poor households (an additional 30% on top of the State budget support), and multidimensionally poor households lacking basic social services.

Regarding voluntary social insurance policies, the former Hai Duong province offered an additional 10% premium support for poor and near-poor participants, and 30% monthly contribution support, based on rural poverty thresholds, for members of security teams.

By the end of the second quarter of 2025, the province had supported nearly 74,800 elderly people aged 65 to under 80 with health insurance contributions. More than 7,300 people from poor households and over 14,700 from near-poor ones also received assistance. Over 64,000 new participants benefited from voluntary social insurance contribution support.

At present, the resolutions in the former Hai Duong province and Hai Phong city remain effective, ensuring that residents continue to receive full support for health and social insurance, contributing to stabilizing life and ensuring social security.

In 2025, Hai Phong aims to achieve a health insurance coverage rate of 95.2% of its population and voluntary social insurance participation of 4.8% among the working-age labor force.

To ensure sustainable participation and expand health insurance coverage, the city People’s Council is urged to consider extending health insurance support to uncovered groups, such as those aged 50 to under 60.

The Government has recently issued a new decree detailing and guiding the implementation of provisions in the Law on Social Insurance related to voluntary social insurance. Hopefully, the support policies of both Central and local authorities will create strong momentum to encourage broader participation in voluntary health and social insurance, moving toward universal coverage and sustainable social welfare.
