The Hai Duong Provincial Party Committee's Standing Board (PPC - SB) on February 24 morning received and worked with a delegation from the Ha Tinh PPC's SB during a visit and exchange of working experience under the leadership of Mr. Le Dinh Son, Member of the Party Central Committee, Ha Tinh PPC Secretary, Chairman of the Ha Tinh Provincial People's Council.
Receiving and working with the delegation were Mr. Nguyen Manh Hien, Member of the Party Central Committee, Hai Duong PPC Secretary, Chairman of the Hai Duong Provincial People's Council; Mr. Nguyen Duong Thai, Deputy Secretary of the Hai Duong PPC, Chairman of the Hai Duong Provincial People's Committee, Head of the Hai Duong Provincial Delegation of National Assembly Deputies; members of the Hai Duong PPC's SB; and leaders of the Hai Duong Provincial People's Council and Committee and a number of departments, branches, and localities in Hai Duong province.

At the meeting, Hai Duong PPC Secretary Nguyen Manh Hien generally introduced the province's results in socio-economic development and Party building over the past time.
At present, there are more than 14,000 enterprises, including nearly 300 FDI ones, in the province. Some major economic groups are considering investment in Hai Duong.
2018 was the second year Hai Duong had balanced budget revenue and expenditure by itself.
Over the past years, Hai Duong has attached special importance to investment in agriculture and rural areas. To date, 200 communes in the province have met new-style rural standards.
Hai Duong is one of the top localities in the country in terms of key education achievements with seven first prizes for national good pupils snatched in 2019, the highest achievement ever.

Attention has been paid to the health system, especially district health with the ability to carry out a number of high techniques.
Hai Duong is home to four special national relics. Locals' lives have been further improved.
Regarding Party building, Hai Duong has promoted pluralism with Party cell secretaries doubling as heads of hamlets or residential areas. Currently, about 80% of Party cell secretaries are heads of hamlets or residential areas.
Hai Duong is also merging hamlets and residential areas in accordance with regulations.
The provincial authorities have actively realized resolutions of Central bodies and, especially, drastically implemented the resolution of the 4th session of the 12th Party Central Committee on Party building and reorganization and Regulation 08 on the exemplary responsibility of officials and Party members.
Party development has been cared about, especially in rural areas. At present, there are more than 100,000 Party members in Hai Duong. Recently, the provincial authorities have dissolved and terminated the operation of the Party organization of the provincial business bloc.

After having heard the general introduction on Hai Duong's results in socio-economic development and Party building, Ha Tinh PPC Secretary Le Dinh Son congratulated Hai Duong province on its achievements and gave an overview of Ha Tinh provincial economy, society, and Party building.
Rich in revolutionary traditions, Ha Tinh province is the homeland of two General Secretaries, Tran Phu and Ha Huy Tap, and many celebrities, such as Nguyen Du and Nguyen Cong Tru.
The province has 13 district-level administrative units (10 districts, one city, and two provincial towns) with 262 communes, wards, and district towns and two economic zones, Vung Ang and Cau Treo border gate. Vung Ang economic zone contributes more than 65% of the total budget revenue of the province.
In 2018, Ha Tinh's economic growth rate reached 20.8%, the highest in the country, and its budget revenue exceeded VND12,000 billion.

158 out of 229 communes in the province have satisfied new-style rural standards. The locality is actively building model rural areas.
Many positive achievements in culture and society have been made. In 2018, the number of good pupils ranked third nationwide. Local people have had electronic medical records.
To date, more than 800 hamlets and residential areas in the province have been merged. The provincial authorities have actively implemented the policy of Party cell secretaries doubling as heads of hamlets, residential areas, or Front Boards of hamlets or residential areas and allocated funds for activities of unions in hamlets and residential areas.
At the meeting, the two sides exchanged much experience in working, especially new-style rural building, downsizing, and mergence of hamlets and residential areas.
Ha Tinh PPC Secretary Le Dinh Son respectfully thanked the Hai Duong PPC's SB members for their enthusiastic reception and thoughtful working arrangement and invited them to pay a working visit to Ha Tinh province.
