Hai Phong ready to respond to Storm Wipha’s developments

To minimize damage caused by Storm No. 3 (Wipha), the Civil Defense Command of Hai Phong City People's Committee has developed three response scenarios.

Scenario One: If the storm is near the East Sea, moving quickly and likely to affect the city, the Civil Defense Command will require the city Hydro-Meteorological Station to closely monitor the storm's developments, report, and promptly disseminate information to agencies and localities for proactive command and response.

The Department of Culture, Sports and Tourism will issue public announcements via mass media to inform the public and tourists about the storm's position, direction, and developments to facilitate timely preparedness.

The Department of Agriculture and Environment will advise the city Civil Defense Command to issue directives for localities, agencies, and units to prepare all necessary conditions for storm response.

Investors of dyke and irrigation works must implement safety measures to prevent flooding. Irrigation management companies will test flood control works, maintain appropriate water levels, and prepare machinery and equipment for flood prevention.

Localities will realize plans to protect aquaculture cages and concentrated aquaculture zones on rivers.

Communal authorities and relevant units will review their disaster response plans, materials, personnel, and equipment to be ready for deployment when the storm hits the city. Commune, ward, and special zone commands will review evacuation plans for low-lying areas and vulnerable housing zones to ensure safe relocation of residents.

The city Military Command will notify sea vessel operators about the storm's position, direction, and developments for timely response. Constant contact will be maintained with vessels operating at sea. Coastal and river mouth vessel activities will be tightly controlled. Vessel statistics, locations, and scales of storm shelters will be reviewed.

The Department of Construction will direct the trimming and securing of urban trees to minimize the risk of falling and obstructing traffic or damaging power systems. Drainage assurance plans for urban areas will be ready in case of heavy rain. Landslide-prone areas will be warned, and transportation routes will be safeguarded. The department will prepare forces, vehicles, and materials for disaster response.

Irrigation management companies will inspect and clear local blockages, dredge and clear flow paths, and remove obstacles in canal routes and culvert inlets to ensure effective operation of pump stations and drainage culverts for agricultural protection.

Drainage system tests will be conducted. Irrigation system issues will be promptly addressed. Personnel, equipment, and materials will be prepared on the spot. Safety plans for culverts under dykes and flood prevention plans for key projects and high-risk flood areas will be implemented.

Scenario Two: If the storm is over the East Sea, with wind levels from 8 to 15 and likely to impact the city, the Civil Defense Command will require the Department of Agriculture and Environment to closely monitor the storm’s position, direction, and developments to advise the Chairman of the city People’s Committee to issue emergency response orders. Suspension of inland waterway traffic and activities in coastal entertainment areas will be recommended.

The city Military Command will coordinate with localities to continuously monitor and inform vessel operators at sea, ensuring 100% of fishing boats either dock safely or exit danger zones.

Commune, ward, and special zone authorities will cooperate with the military and relevant agencies to guide, organize, and secure vessel docking, relocate and protect aquaculture cages, and take all necessary safety measures.

In high landslide risk areas such as the wards of Kien An, Do Son, Thuy Nguyen, Bac An Phu, Pham Su Manh, Nhi Chieu, Tran Lieu, Tran Hung Dao, Nguyen Trai, and Le Dai Hanh, evacuation plans will be in place to protect State and public assets in the event of prolonged heavy rain or landslides. Evacuations must be completed at least five hours before the storm makes landfall.

Hai Phong Irrigation Management One Member Co., Ltd., and local governments will intensify inspections and reinforcement of weak dike segments; prevent overflow from main rivers into intra-field canals; and strictly follow dyke sluice operation protocols.

If rainfall exceeds 200 mm and coincides with high tides, anti-flooding plans will be thoroughly implemented.

The Department of Construction will instruct Hai Phong Drainage JSC. and Hai Duong Urban Management JSC. to review and prepare urban drainage plans in case of heavy rainfall and ensure traffic safety in seaport and coastal logistics areas, service zones, ferry crossings, and passenger terminals. Readiness of disaster response resources will be ensured.

The Department of Industry and Trade will direct Hai Phong Power Co., Ltd. to proactively inspect power facilities and ensure stable electricity supply for State agencies, especially command centers.

It will also direct commercial enterprises and supermarkets to stockpile goods, food, drinking water, and other essentials to help stabilize market prices and serve citizens promptly.

The Department of Science and Technology will direct telecommunications, postal, and IT enterprises to proactively inspect digital infrastructure, ensure transmission lines, power supply, and mobile signals, and propose satellite communication solutions for localities and departments to maintain communication throughout emergency response efforts.

The Hai Phong Maritime Administration, the Northern Maritime and Inland Waterway Sub-department, and local authorities will guide ships and vessels to dock safely in managed waters, avoiding damage to infrastructure.

The Hai Phong Economic Zone Authority will ensure storm protection and flood prevention in industrial parks. Coastal communes, wards, and special zones will review and prepare safety plans for tourists at coastal and island destinations, and prepare landslide prevention plans for vulnerable roads near coasts and mountains.

Scenario Three: If the storm makes landfall with wind levels from 8 to 15, directly affecting the city, the Civil Defense Command will require the city Military Command and Police to coordinate with localities to deploy search and rescue forces and be ready for post-storm response.

The Department of Health will prepare adequate equipment, vehicles, and medicines. Plans will be developed to ensure emergency care, transport, triage, treatment, and relocation of medical staff and patients to safety in cases of disaster or major emergencies. Special attention will be given to vulnerable groups. Epidemic prevention, environmental sanitation, water and food safety will be ensured to prevent disease outbreaks after the storm.

Hai Phong Power Company will proactively inspect power facilities and ensure electricity for pump stations to serve drainage efforts. Irrigation companies will implement drainage plans to protect crops and prevent urban and industrial park flooding.

Local governments will develop rear-area support plans to proactively respond to and recover from storm damage. Local forces will assist with rescue operations, traffic clearance, and power and telecom protection for production and living.

Relevant agencies and localities will prepare shelters for evacuees during emergencies. Logistics plans for food supply and accommodation for rescue and support forces will be developed, especially for prolonged responses. Adequate materials and seeds for post-disaster agricultural recovery will be prepared. Food reserves will be readied for emergency relief.

Plans will be in place to guide residents in self-stocking food, medicine, and essentials for self-sufficiency before official aid arrives. Waste treatment and hazardous material storage areas will be strictly managed to prevent pollution from flooding.

State and public assets will be protected, and measures will be taken to prevent theft or sabotage during the storm. Political security and social order will be maintained. Prompt efforts will be made to restore public life, repair houses, roads, schools, hospitals, and ensure sanitation for people and livestock after the storm. Support will be ready for storm-damaged areas.
