Hai Phong prepares electricity supply plans ahead of Storm Wipha

To proactively respond to Storm No. 3 (internationally called Wipha), Hai Phong Power Company has worked out plans to supply power for drainage pumping stations, ensure human safety, and minimize property damage.

Hai Phong Power Company has prepared resources, equipment, vehicles, and materials to promptly handle incidents and damage caused by natural disasters in the shortest time based on approved scenarios in its 2025 disaster prevention and search-and-rescue plan, according to Deputy Director Pham Trung Nghia.

Adequate reserves of fuel have been prepared to operate generators that will support disaster response efforts by local authorities, the company, and its subsidiaries in the event of power outages.

The firm has also inspected and reinforced electrical facilities, buildings, warehouses, and storage areas at risk of flooding during prolonged heavy rain.

Special attention has been given to ensuring a safe, stable power supply to critical loads and the city’s drainage pumping stations.

For ongoing and newly commissioned projects, safety plans have been developed to protect construction sites, workers, and equipment from flooding and landslides. Warning signs and safety instructions will be placed in high-risk areas to prevent accidents.

Hai Phong Power Company has created detailed emergency plans for various situations, such as floods, tornadoes, earthquakes, and strong or super typhoons, with dozens of hypothetical scenarios and clear task assignments for each unit.

The company has also directed all units to form rapid response teams to support troubleshooting during storms. It has established power supply plans for emergencies, including methods for cutting and restoring power by area, based on wind levels, water levels, and flood zones.

Local power management teams have developed their own plans to prioritize power supply for critical loads and manage power cuts and load recovery in their respective areas.

Hai Phong Power Company manages a 110kV power grid consisting of 65 substations and 119 110kV transformers, with a total capacity of 5,794 MVA and a total transmission line length of 1,048.18 km.

Its medium-voltage grid includes 5,905 substations and 6,326 transformers, with a total capacity of 3,740 MVA and total line length of 6,066 km.

The company has 627 critical loads that require prioritized power supply, especially during the storm season.
