Hai Phong port authority has issued urgent instructions for port operators and shipowners to accelerate cargo handling and preparations ahead of Storm Wipha.
In response to preparations for Wipha, the third storm to hit Vietnam this year, Hai Phong Maritime Administration issued an urgent notice to port operators, shipbuilding and repair facilities, shipowners, agents, captains, and project investors on the afternoon of July 19, urging them to monitor and proactively respond to the storm's developments, according to director of the administration Bui Nguyen Khoi.
Hai Phong Maritime Administration requested all ship captains to ensure 100% of crew members are present on board, secure all equipment, keep engines ready for operation, and be prepared to follow storm-avoidance instructions issued by the agency.
Captains must also ensure crew safety, coordinate with port operators to work out safety plans for docked vessels, maintain watch, and closely track the storm’s movement in the East Sea to proactively seek safe shelter if needed. Continuous communication must be maintained with shipowners and coastal information stations to promptly handle emergencies.
Vessels classified VR-SB and restricted class III sea-going ships must finalize relocation or anchoring plans to avoid the storm before 10 am on July 21.
Port operators shall expedite cargo handling and clear ships as quickly as possible. For vessels docked at piers, port operators must coordinate with captains to develop safety plans for moored ships and submit a formal commitment ensuring the safety of the vessels and piers to the Hai Phong Maritime Administration.
Project investors and construction contractors shall organize close monitoring of the storm, prepare appropriate response plans to protect personnel and equipment, and submit their storm preparedness plans to the Hai Phong Maritime Administration before 3 pm on July 20.
In case of any incident during the storm response, units and ship captains should immediately contact the Hai Phong Maritime Administration via VHF channel 16 or by phone at 0225.3842682 or 0225.3822115 for timely handling.
