The Deputy Prime Minister called on Hai Phong to race against time, intensify public awareness campaigns, urge residents to move to safe shelters, and realize plans to protect 75 key locations of dikes, embankments, and vulnerable sluices.

Communes and wards were told to coordinate closely with one another in emergency response efforts and to fully mobilize all forces, especially the military and police, to evacuate people from high-risk areas and ensure absolute safety for residents and their property before, during, and after the storm to minimize storm-related damage to the greatest extent possible.

The city and local authorities must pay special attention to vulnerable sections of dikes, embankments, and high-risk landslide zones to take effective preventive and responsive measures.
