Thanks to effective preparations by local authorities and departments, Hai Phong city did not suffer major damage from Storm No. 3 (internationally called Wipha), reported the city Civil Defense Command.

Localities and relevant sectors promptly relocated vessels, fishermen, aquaculture workers, and tourists to safe shelter. By 5 pm on July 22, the city’s dyke, irrigation, and essential infrastructure systems remained safe. 75 high-risk points involving dykes, embankments, and sluices across the city were secured, with no incidents reported.

In the agricultural sector, thanks to thorough preparations and lowering of water levels in canal systems, around 60,000 ha of rice crops, 12,050 ha of vegetables, 28,730 ha of fruit trees, 2,696 livestock farms, and 22,860 ha of aquaculture were kept safe.

However, about 50 ha of rice and another 50 ha of vegetables experienced localized flooding. Drainage operations are currently underway to remove excess water from these areas.

Power supply remained largely stable and uninterrupted. Two power outages occurred in Vinh Am and Nguyen Binh Khiem communes, but Hai Phong Power Company quickly resolved the issues and restored electricity. Businesses in industrial parks and clusters reported no significant damage from the storm.

72 trees across the city were uprooted or broken, and 25 traffic signs were damaged or knocked over, but then cleared and repaired by management units, ensuring smooth traffic flow.

In Bach Long Vi special zone, there was a brief disruption in communications. However, on-duty personnel maintained regular contact with the mainland center.

Due to the storm and subsequent rainfall across northern provinces in recent days, tidal water levels in rivers such as Cam, Van Uc, Lach Tray, Kinh Thay, Hoa, and Thai Binh have risen, leading to localized flooding in several parts of the city.
